Carbon Services in Marine Ecosystem Accounts: Supporting the UNFCCC and the KMGB Framework

Ocean Accounts integrate ecological, economic, and social data, providing a framework to inform policymaking, investment, and trade-off decisions. One of the world’s largest maritime nations, Portugal was among the first countries to create an Ocean Satellite Account and is now developing a Marine Ecosystem Services Account, coordinated by IPMA, with Statistics Portugal. In the spirit of “Global Mutirão”, this session underscores the urgency of embedding the ocean in climate action.

  • José Guerreiro / President / Portuguese Institute for Sea and Atmosphere - IPMA (opening remarks)
  • Kilaparti Ramakrishna, Director of Marine Policy Center and Senior Advisor to the President on Ocean and Climate Policy, WHOI (moderator)
  • Conceição Santos / General Coordinator of the Unit of Planning and Support to the Board of Directors / IPMA
